The Manawatu Herald. Saturday, January 15, 1910. LOAN PROPOSALS.

Wk hope ratepayers will make themselves conversant with the water and drainage scheme submitted to the Borough Council by Mr Climie, aud published in full in our issue of December 23rd last, before the statutory meeting, at which the scheme will be fully laid before the ratepayers by the Mayor, and an opportunity afforded to discuss the details. It is generally recognised that a water and ■> drainage scheme is badly needed in Foxton—as the present antiquated system is a menace to the health of townspeople. It is a matter for .surprise that legislation has not, ere this, been introduced making it compulsory for local governing bodies in localities where the population is in excess of a thousand to carry out efficient water and drainage schemes. It is true that certain people are prepared to take grave risks by continuing the present disgusting sanitary system aud house tank water supply rather than spend a little extra on rates per year for an up-to-date service. As a matter of fact ratepayers and householders are at present paying a sanitation rate a little less than would be required to meet interest aud sinking fund on the proposed loan of ,£8,600 for this purpose. Of course there would be the extra cost of house connection which, however, would not be very great. The engineer’s estimate ot the cost of a waiter 1

supply, allowing for a population of 3000, with a consumption of 50 gallons per head, per day, and ample provision for fire prevention, is ,£10,195; and i° r a sanitary drainage system, ,£8,600. The annual cost to the borough for both schemes is set down at £1,200. The Council could if it thought desirable, modify both schemes, and it would be better to adopt this plan after feeling the pulse of the people rather than have the schemes rejected at the poll. We shall discuss the proposals more in detail in subsequent issues.
