Paris, August 26. In connection with the Rheims tests M. Paulhan established a world’s record, remaining in the air for 2 hours 43 minutes 28 seconds, and covering 81 2-5 miles. During the last portion of the flight he gallantly contended with fain and high wind until his petrol was exhausted. M. Eatham covered iS)4 miles in 32 minutes. Eondon, August 26. Prince Ito, in a speech at Fakushima, doubted whether China could successfully adopt a constitution, while failure would imperil peace in the Far East. Among the reasons for doubts he gave the following : —Firstly, the enormous area of the Empire and its defective communications ; secondly, the immovable conservatism, forbidding a change even in the system of taxation; thirdly, that the Chinese were untrained in local administration, and the latter was an essential prelude to a national assembly. He was astonished at the silence of the Occidental publicists on this question, so vital to the peace of the Orient. Morocco, August 26.
The university and the French Consul at Fez have strongly remonstrated with the Sultan regarding the atrocities. The diplomatists at Tangier are considering the advisability of a collective protest. M. Pichon has instructed M. Regnault, the French Minister in Morocco, to support the protest. Rentes’ s Tangier correspondent reports that the Pretender was captured in a mosque and is now being conducted in chains to Fez. Madrid, August 26.
General Marina has begun his advance against the Riffs who are concentrating at Restinga. After twenty kilometres march along the seashore he captured some wells. The lines of communication are being entrenched.
