CONSTITUTION OF LICENSING BENCHES.

A suggestion has been made to us by a local hotelkeeper in reference to the constitution of Licensing Benches which is worthy of consideration. It is that the Licensing Benches should consist of two magistrates and a judge of the Supreme Court. His argument is that it would relieve local bodies of a large amount of expenditure which they are now called upon to bear, and from the collective judicial mind more satisfactory results would be obtained than from members who are more or less biased on the licensing question. Unfortunately, our Supreme Court judges are now overtaxed with circuit work, but there is no reason why three magistrates should not constitute the Licensing Bench provided quarterly dates of meetings were made to fit in. In view of the enormous amount of money now expended throughout the Dominion for the purpose of electing Licensing Benches, the suggestion is worthy of consideration.
