THE NAVAL PROGRAMME.
London, February 7. The Daily Express states that the Lords of the Admiralty have informed the Cabinet that unless the naval programme is accepted they will resign in a body. Viscount Morley, Secretary for India, and Mr Burns, Secretary of the Local Government Board, have withdrawn their opposition to the programme, while Mr Lloyd-George, Chancellor of the Exchequer, and Mr Churchill, President of the Board of Trade, continue-to oppose.
