Mr Massey states that while the Arbitration Bill is an improvement on the present Act, in other respects it is quite as objectionable. Evidently it was intended to retain the principle of compulsory arbiIralion, which he thought to be absolutely impossible and unworkable.
The Labour members of the House are mostly on the Labour Bills Committee, before which the Bill has to go, and are slow, therefore, to express any opinion. There seems to be a general feeling, however, that the Bill will be considerably altered in the Select Committee- Labour Is antagonistic to it on account of the penalty clauses. Some members, however, declare it an honest attempt to grapple with a difficult question. A large number of new Bills came down on Wednesday, including the Second Ballot Bill.
