St. Petersburg, March 28
Count Witte, addressing the Finance Committee of the State Council, declared that Russian finance was in an exceedingly critical state, and that it was inadvisable for the Government to embark on an extensive naval programme. London, March 28. The “Daily News” St. Petersburg correspondent reports that Russia and Austria are seeking to substitute a temporising scheme of reform in Macedonia of which the Powers are more likely to approve than Sir Edward Grey’s radical reforms. London, March 27. Mr Stevens, the diplomatic adviser to the Korean Government, who was attacked and wounded by two Koreans in San Francisco because, in an interview, he declared that the Japanese administration in Korea was a blessing, has succumbed to his wounds. The release of the sailors of the trawler Baleine, captured by Moors near Cape Jubi, was due to Lord Monlmorres, who inveigled the leading tribesmen aboard his yacht, detaining them until the crew was liberated.
