Tokio, March 25. China is again raising the question of the extension of the Peking to Hsin-min-tun railway northward to Fa-ku-menn, which proposal Japan has vetoed on the ground that, by linking up Peking with the Manchurian system, the proposed extension would compete with the south Manchuria line. As a sequel to the seizure off Macoa, and subsequent release, of the Japanese steamer Talsu Maru, the Japanese Government has informed China that in future Japan will only export arms and ammunition to Macoa, orders for which are guaranteed by the Governor of Macao. .
