BOROUGH COUNCIL.

Special and Ordinary Mooting. A special meeting of the above f was held prior to the ordinary meeting in the Council Chambers ./last night. Present: His Worship the Mayor (B. G. Gower, t'Esq.), Crs Gray, Coley, Wilson, Shad bolt, Frankland, and Hennessy. Apologies for absence were received from Crs Baker and Stiles. The following special order was passed on the motion of the Mayor, seconded by Cr Hennessy, That the interest and sinking fund on the Borough Council Chambeis and Public Library loan ot £I2OO, be paid out of general fund. That the above special order be confirmed on Monday, 13th January, 1908. The Clerk explained that the passing of a special order was necessary because the revenue derived from the letting of the shops which provided interest and sinking fund on the loan was paid into the general fund. If the rate struck for the purpose was collected, the special order would not b&necessary. _/The balance-sheet, as received , inrom the Audit Office, was revived and signed by the Mayor.

At the ordinary meeting correspondence was read as follows :

From T. W. Butcher, in reply, re the Council’s contribution of £jo towards the gas works site, informing the Council that the matter would be considered at the first meeting of the gas proprietory. [On • the 3rd September, the Council passed a resolution to the effect that in order that the site for gas works in Cook Street be obtained, it would meet Mr Butcher to the amount of £7°> provided that a half-acre was selected. The cost of the Land was £370, and ,£3OO has been paid to Mrs Coley by the company and she is now claiming the balance £7O from the Council. The Council is prepared to pay the £7O as soon ail the company give it a title to 60 ftmontage.] ' this letter was being read, Cr Coley persisted in making accusations against the Council, for which he was called to order. From Robert Pearson notifying the Council that Messrs Norwood, Stewart, and himself, had purchased the whole of Mr Butcher’s interest in the Foxton Gas Works. From T. W. Butcher re same, also asking for refund of ,£SO deposit, as substantial commencement had been made with the works. The writer also asked whether the Council intended to do its own street-lighting, or if r they would prefer a set amount quoted for lighting and supervision of street lamps.—Received. From the Labour Department, forwarding copy of the Factories Act Amendment Act, 1907* which is now in force in reference to the weekly half-holiday.—Received. From the Inspector of Noxious Weeds, notifying that owners of property had been given notice to eradicate same. From the Secretary of the School Committee, asking for a grant of £2O towards establishmenfk of technical school. < Applications for employment as roadmen were made by Messrs

Harper and Morgan. l||k Cr Coley desired to know y§M whether applications had been called for such positions. The Mayor explained that no applications had been called, as Council were not requiring the services of roadmen. Cr Coley objected to the letters being read, unless tenders were called. , The Mayor said there was nothing to prevent anyone from applying for work if they so desired. Cr Coley again protested, and referred to the illegal way in ' ' which things were done by the Council. He again began to refer {; ' to the payment of £7O for the gas works site. \ The Mayor called Cr Coley to order, but Cr Coley ruled the Mtiyor j)Ut of order for reading correspondence when applications had not been called. Statements aflq epithets were then made use of ' ■ by Cr Coley, which we refrain t from publishing. The Mayor threatened to send for the police, ~ and to leave the chair. Shortly after, Cr Coley withdrew from • the Chamber, and business was ■•y rcsunicd Proposed by Cr Hennessy, and ; seconded by Cr Gray, That this Council grant £2O asked for by ' the School Committee for technical education, after the 31st March, 1908. —Carried. It was resolved to notify Mr B. Spelmanto remove the barbwire k on his fence next to the footpath, f*. ■' on the Avenue. —Carried. & The tender of Mr H.
