THE RACIAL PROBLEM.
Japanese Arming. Restricting Immigration. Ottawa, September 13. The Japanese and Chinese at Seattle are arming and congregating in the Oriental quarters. Many Japanese servants have quitted American households. The chief of Police, Wapjpenstein, referring to the threatened international demonstration of the Japanese and Korean Exclusion Teague at Seattle, declares that he will not allow them to obstruct the streets nor to provoke riots. Meetings in the streets are forbidden.
The newspapers at Seattle show that the best element in the population deplores the agitation and welcome Japanese immigration. Mr Ishii, the Japanese representative here, said that Japan would not make an international incident out of the Vancouver riots. Japan would merely demand payment for the damage to the property of individual Japanese. Tokio, September 13.
The local newspaper, Jiji Shimpo, to-day states that besides Sir Wilfrid Daurier’s expression of regret, assurances have been given that measures will be taken to prevent similar incidents to that at Vancouver in future, A formal message was sent to the Dominion Government with reference to the matter.
The Japanese and Chinese were peremptorily warned to quit Bellingham. The Japanese working in the fish canneries are armed, and threaten to resist attempts to expel them.
Mr Bethune, Mayor of Vancouver, asked Sir Wilfrid Daurier for permission to use temporarily the armouries for the purpose of housing the Hindoos sanitarily. Dondon, September 13. According to the Daily Telegraph’s Victoria correspondent, the Monteagle landed her Oriental passengers at Vancouver without disturbance.
The Morning Post’s Toronto correspondent foreshadows an agreement with Japan restricting immigrants to Canada to 500 annually, apart from those exempted like professional men and students.
