ROMAN CATHOLIC MARRIAGES
London, August 22. Reuter’s correspondent asserts that the Roman Congregation of Council has issued a decree radically changing the conditions of Catholic marriages. In future these will be invalid everywhere unless celebrated in the presence of a priest and two wit-, nesses, except in districts which have been without a priest for a whole month. Under these conditions Catholics may validly be married if they express their consent in the presence of two witnesses. The new law will come into operation next Easter
