St. Petersburg. August 19. The Union of the Russian people have petitioned the Czar to entirely exclude Jews from the Domna in order to obtain a genuinely Russian Douma. French, an aeronaut, left a balloon with ■ a parachute at a height of half-a-mile, at Newhaven, Connecticut. The parachute failed to open, and French was dashed to pieces.
