THE PEACE CONFERENCE.
Sitting at the Harpe. Great Britain, Gemanyand the United States support the proposal for the Establishment at The Hague of an International Prize Court as a Court of Appeal in war time. Baron Nelidoff expressing grave apprehensions for the safety of Russian delgates at the Peace Convention, extraordinary police surveilance has been arranged at their residences. Police have also been stationed under the Conference Hall. A small door at the corner, which was bolted and sealed, gives access in the case of danger. After each sitting the exit doors are sealed, the door seals being officially broken for the next sitting. The Russian Government first warned the Dutch authorities to use every precaution to protect the delegates of the Peace Convention,
