London, May 7. The judgment in the case of Penny v. Bishop Neville, of New Zealand, makes the defendant liable to the extent of the amount left at his disposal by his wife’s will and codicil up to ,£IO,OOO. Prince Fushima, the Japanese Envoy, was accorded ovations on his arrival in Dover and London. In the House of Commons, Mr Gladstone hinted that a revised version of the play “ The Mikado,’’ may be allowed. Mr Robertson, Secretary to the Admiralty, at the instance of Lord Chamberlain, had instructed the Naval Marine Bands not to play selections from “The Mikado’’ during Prince Fushima’s visit. Suva, May 7. A severe hurricane occurred at Fotuna Island on April r7th. The residences, stone churches, and the cocoanut crops were levelled. Food is scarce. Calcutta, May 7. A riotous Hindu and European demonstration occurred at Amritsar. Government has warned the authorities in Bengal and Burma to adopt drastic action if the colleges are allowed to become centres of political agitation. Copenhagen, May 7. Denmark refused to allow the Russian revolutionary congress to be held at Copenhagen. Two hundred delegates were ordered back to Sweden, from whence the majority arrived. Two hundred others started for London. New York, May 7. The Senate of New York State, by 24 to 14, rejected the recommendation of Governor Hughes to dismiss Mr Otto Kelsey, superintendent of State insurance, on the ground of his inefficiency to discharge his duties. Berlin, May 7. Dr Horn, a former Governor of German Togoland, has been dismissed the service owing to his cruelties to the natives. Capetown, May 7. Mr J. X. Merriman, of Victoria, West Cape Colony, spoke against preference, showing that the Afrikander Bond was divided on the subject. London, May 7. In the House of Lords, the debate on the second reading of Lord Newton’s Bill for the reform of the House of Lords was adjourned. Lord Cawdor moved that the Bill be referred to a select committee. Lord Crewe opposed the Bill and amendment on the ground that the Government was introducing a measure shortly, which would deal less with the reform of the House of Lords than with the relations of the two Houses. He forshadowed proposals limiting the Lcrds’ powers. Aubrey Richardson, a New Zealand child violinist, gave a successful recital at the Hall. The Wards were present. Favourable notice of the child's ability were published in the newspapers. The Duke of Sutherland has offered Trentham Hall, at Stoke-on-Trent, for the purpose of a Colonial College. He asked the Premiers to inspect itThe National members ot the House of Commons banquetted the Premiers. Those present included Lord Loreburn, Mr Birrell, Mr John Morley, Mr Churchill. Mr Redmond, presiding, expressed the party’s gratitude to the colonial representatives for their unvarying sympath}' towards Ireland. Mr Bent inspected Covent Garden methods. He is hopeful of securing from the Couni y Council land in the Strand for the Victorian agency, where financial and other business can be transacted. He continued his negotiations with the bank respecting the inscription of loans. The Times says Mr Birrell’s Bill will deal solely with administration and confers no legislative powers on Ireland as distinct from the United Kingdom generally.
