INDIAN HOME RULE.
A Great Speech.
Calcutta, Dec. 27
Ten thousand people were present at the Indian National Congress. The keynote of Mr Naorogi’s address was Sir H. Bannerman’s remark at Stirling on the 23rd November, 1905, that “ good government could never be a substitute for government by the people themselves.” Mr Naorogi asked “ how much less could an economically evil and unconstitutional government?” He instanced the Boers securing selfgovernment and the Russian peasants a Duma- He next quoted Sir Henry’s remark “ Dong live the Duma !’ ’ Surely the British Premier’s freeborn Indian fellow citizens were more entitled to self-government ? The latter should gradually become automatic- He urged a petition for rights to King Edward and the British Parliament, and an active agitation in India and Great Britain He incidentally declared that the partition of Bengal was a bad blunder, which he hoped would be yet rectified. He recommended the unity of all Indians in order to achieve self-government whereby millions now perishing from poverty, famine, and plague would be saved, and India reoccupy her former position among the greatest of civilised nations.
