GRADUATED LAND-TAX.
Wellington, Tuesday. ■ The Hon. A. J. Millar, speaking U the Marine Kngineers’ Instidinner, alluded to the Laud Jill, and, after explaining its blent, said it had been urged that a p uduated land-tax should be employed instead of a limitation of irea. Such a tax, to serve its pur,.r ;e, must be so heavy that it ■ynuid not pay owners to keep their surplus laud. They would be induced to sell large portions at one nine. The result would be deny elation in land values all over the country. That was not desirable. It was better to give ten roars in which' land would be gradually thrown open to the : sec pie.
