London, Dec. 6.
The Prime Minister, Sir H. C. Bannerman, announced in the House of Commons yesterday that King Edward had approved the Transvaal Constitution, the text of which would be published next Wednesday. Capetown, Dec. 5.
General Botha advised Het Volk Congress to refuse to accept the Constitution unless native affairs were left to the Transvaal Parliament.
