At the Wireless Telegraphy Congress the British delegates, while agreeing to the general principle of the interchange ol ethergrams, secured the passage of a resolution providing for the right of every country to exempt_ certain stations from the obligation of maintaining compulsory communications.

Great Britain restricts herself to reasonable provision for the exchange of messages between the ships and the land. A resolution was submitted by the American delegates making intercommunication between ships and ships compulsory. This was carried, despite Great Britain’s op* position on the grounds that it was impracticable, and that it was alsa an improper restriction on individual rights. Britain, however, carried a resolution making the American motion a separate article in the agreement, to which the signatory Powers are not necessarily compelled to adhere. The treaty will come into operation as from July, 1908.
