JAPAN LEADS THE WAY

Japan is increasing the duty on flour to encourage grain growing in Manchuria, and is increasing the duty on leather in favor of the industry in Korea. A clause in the Bill providing for the increases authorises retaliation against countries discriminating against Japanese vessels and goods.
