A GERMAN CONCESSION.

Madrid, March 9. At the Moroccan Conference at Algeciras, M. Radowitz (Germany) announced that Germany would not object to France and Spain policing the Moroccan ports if guarantees were given of ensured economic and political liberty to all. The Austrian delegate suggested that Switzerland or Holland should nominate a.n Inspector-General of Police who should report to the diplomatists at Tangier. He also suggested that Spain should police the southern and France the northern ports. Both suggestions were not acceptable to France and Spain. Tendon, March 9. The Times’ Paris correspondent implies that the Kaiser’s conciliatory attitude at Algeciras is largely due to King Edward’s friendly message to him.
