Senator Gallinger’ss Bill, which has passed the Senate, provides for subsidies, on certain classes of merchantmen and fishing vessels for national defence and transport of mail, and the encouragement 0! the enlistment of volunteers. At least one-sixth of the crews must be American and repairs must be done in America.
Senator Gallinger’s Bill devotes ten million sterling to mail contracts and other private maritime enterprises. The expenditure is spread over twenty years. * The Bill is not expected to pass the House of Representatives,
