Mr Perkins, member ( of the Foreign Affairs Committee of House of Representative, declares that Congress, while modifying the laws relating to Chinese immigrants, does not intend to admit coolies.
Berlin, Feb. 13
The Chinese Minister at Berlin, interviewed, said the National claimed that the first aim of the Chinese Government should be to reform the array and navy. Then China would be able to repel the the unsolicited advice of the world. When they were equipped with modern weapons it would be impossible to conquer Chinese soldiers.
