A crowd at Riga stormed the police station, killed three policemen, and released seventeen political prisoners. Gomel is in flames and Cossacks and hooligans are looting the town. Serious disorders continue in Several Russian provincial centres. The Cossacks, maddened by drink, attacked the Jews at Gomel, and also killed several police. Many factories have closed, throwing idle thirty thousandhands.. Because the younger workers refuse to work regularly, the soldiers at Mitau shoot suspects without trial. LAWS TO BE AMENDED. THE CZAR’S POWER TO BE CURTAILED. POWERS OF THE DUMA. London, January 31. It is authoritatively announced in St. Petersburg that it is intended to amend the organic laws of the Empire, the amendments to be based upon the principles laid down in the Imperial manifesto of October 30th, with a view to abolishing the Czar’s unlimited power, while reserving to him the power to suspend amendments. It is also intended to vest legislative power conjointly in the Czar, the Duma, and the Council of the Empire.
