Mr John Burns, President of the Local Government Board, at an enthusiastic meeting at Battersea, declared that by helping the poor they must be careful not to endow poverty. His ideas were fewer workhouses and more homes, smaller charities and larger wages, more pleasure and less drink, smaller cities and larger villages.
