PROVOKING~A CONFLICT. St. Petersburg, Dec. 18. Four thousand soldiers at Irkutsk resolved to demand the abolition of martial law and the convocation of a constituent assembly. The Government has ordered a dissolution of the railway union. The revolutionaries interprete this as provocation to precipitate a struggle before the disaffection permeates the army.
