Pekin, December 16. Under the Japanese treaty, China leases the Kwantung penin-
sula until 1923. China ultimately repurchases the railway. The Japanese Consulate garrison’s have been stationed to guard the railways at Newchwang, Mukden, Antung, and Kirin. Control of the Shantung Customs has been restored to China.
