Unhappy Russia-

A STATE OF ANARCHY.

St. PETERSBURG, Nov. 5.

The Post and Telegraph strike has spread to the railways, and Odessa is isolated.

The city is full of time-expired reservists and many thousands of unemployed.

The fifth Pontoon Battalion revolted at Kieff and joined the riotous strikers. The troops fired and 70 were killed, 300 wounded, and 200 arrested.

The newspaper Russ calls upon the people to organise a Government of their own since the Ministry has brought about anarchy. Encouraged by the Sevastopol incident, the reactionaries are urging the Czar to rely on force generally. It is expected that Count- de Witte will resign and a Dictator will be appointed. M. Durnovo has urged the arrest of 3000 intellectuals and the expulsion of the workmen’s leaders.

Reuter’s correspondent at St. Petersburg says that Government authority is paralysed. If exercised, it would be certain to precipitate civil strife.

Owing to hooligans and drunken soldiers it is unsafe to walk in the streets unless armed. No letters have been received since Thursday and the financial losses are enormous.

THE SITUATION GRAVE. St. Petersburg, Dec. 4. The revolutionaries have gained over all the naval battalions at St. Petersburg. j These have been disarmed, but are almost out of control. At a meeting of officers at Tsarkoe Selo it was resolved not to fire on the crow r ds even if, ordered. Quickfirers are now trained on the Horse Guard’s barracks. There is a precipitous exodus from Russia of all who are able to leave. Several embassies have been informed of the military outbreak in the Baltic province.

The reservists at Reval a r e in open mutiny. The bankers of St, Petersburg were husbanding their resources and a money famine is threatened. . The Union of Unions and workmen’s organisations are discussing a general strike. Additional troops are being brought to St. Petersburg. The workmen at Kieff attacked the hooligans and simultaneously the sappers mutinied and attacked the Cossacks. Scores were killed and wounded. Martial law has been proclaimed. The Bth regiment of Dragoons threatened to kill the officers unless they were paid more. The 14th Dragoons at Ostrolenka also mutinied.

The post and telegraph strikers at Warsaw are pouring oil and vitroil over the letter boxes.
