Despite the Government’s prohibition, the Post and Telegraph employees meet at Moscow on the 28th to demand a genuine constitution, otherwise they will strike throughout Russia-.
Advices state that the Volga district presents a terrible picture of agrarian pillage and incendiarism.
Agitators in the disguise of officials proclaim that the Czar ordered the peasants to seize the land.
The peasant conscripts at Ekaterinburg refuse to take the oath unless their demands for land are satisfied.
Count de Witte is elaborating a Habeas Corpus law. The Zemstovs are discussing the Executive Committee’s resolution to co-operate with Count de Witte if he does not deviate from the execution of the Czar’s manifesto and recommending sweeping reforms.
Tbo newspaper Russ states that if Tnilitary directorship is attempted the whole country will strike, confining the Czardom to the Grand Duchy of Tsarskoe Selo (the Czar’s palace). The paper reminds Count de Witte of the fates of Stafford and Charles I. and demands the raising of the state of siege and the end of the executions. It is reported that Count de Witte was last week the victim of a second attack of partial paralysis in his left arm, lasting several hours. He has suffered frequent fainting fits.
