Reuter’s correspondent at Kazan reports that apparently on the.night* of October 28th and 39th, the Cossacks and the police were let loose and permitted to kill and plunder at will. They pillaged many shops and fired indiscriminately wherever they saw a light in a window. Peacsable pedestrians were shot down and one street was converted in a Pools of blood dyed the snow opposite ecclesiastical buildings.
The population was wild with rage. The municipality protested to the Governor, who stated that the chief of , police had resigned. He confined the Cossacks to their barracks, and authorised the civil m ;Utia 1° preserve order. He also released political prisoners. The crowd' removed the arms of the police irom their headquarters for the c use of the town militia. St. Pktersbuiv#, Nov. 2. All Finland has revolted,- though ; the crowds are most orderly. The rf« Governor'General promises that the ‘roops will not interfere with peaceable People. General Trepoft is suspected ot trying to trip Count de Witte by alternately tolerating and suppressing disorders, A crowd at daybreak serenaded the Prefect of Mo Scow by singing dirges as a reminder of the slaughter of unoffending Citizens. The troops suddenly appeared and were preparing to fire when General Ludnuts, wearing his uniform, threw himself in front of the rifles and dared the soldiers to : fire. He thus prevented a massacre. Reuter’s Agency reports that the Strike Committee has decided to terminate the general strike.
