Fetes at Tokio.
Tokio, October 28
The Tokio municipality did not invite the members of the Ministry to a reception in honour of Admiral Togo, owing to their disagreement with the peace terms. The Mikado invited 4000 naval officers to a function at the palace. This is unprecedented in the history of Japan. A farewell garden party was tendered at Takaski to the Russian naval officers who are returning; to Russia. The Czar and the Mikado were enthusiastically toasted.
