AN ENGLISHMAN EXCLUDED. London, Oct. 12. The Times ” published a paragraph headed “ Englishmen Excluded from Australia,” based upon a newspaper catting sent from Melbourne, giving official documents in the case of a groom named Gooderham. The Hon. B. R. Wise thereupon wrote ft. letter to “ The Times,” in which he characterised the story as absurd, and “a false, stinking-fish yarn.” He declared that a careful search failed to reveal the official documents referred to.

“The Times,” in reply, cited from a newspaper the text of Mr Coghlan’s certificate and Mr Dalgety’s letter on the subject, remarking that it was extremely difficult to learn Australia’s real mind yet. “Apparently,” says “The Times,” •* authoritative declarations are made Ift. one sense and then personal explanations in an opposite sense." Sydney, October 12.

Gooderham, the groom referred to in the message from London, came to Sydney from England with horses. Before leaving England he was furnished with a letter from the DaJgety Company, stating that as he was going out under contract he would nqt be allowed to stay in Australia, and at the same time furnishing him with a certificate obtained from Mr Coghlan, exempting him from the provisions of the Immigration Restriction Act tor a period ot six months. Mr Deakin, the Federal Premier, wh<*n questioned in the House about |hs matter, said that he had informed. Mr Coghlan, who had communicated with him on the subject, that no cer tificate ot exemption was neccs-ary in this case, but apparently, the letter to Mr Coghlan was not delivered before Gooderham left London. Mr Deakin further stated that he was making inquiries with the object of letting it be known that exemption certificates are absolutely unnecessary in such cases.
