Several declined and others who attended indicated their unwillingness to be placated on Germany’s terms, M. Lawzaun, writer of Le Matin’s revelations, declares that M. Delcasse did not inspire the articles re Britain’s alleged offer of assistance to France in the event of the latter becoming involved in war with Germany, St. Petersburg, Oct n.
The Viedomosti boasts that Nor way’s leanings have always been Russian. Hitherto she has been checked by Sweden’s predominance but now they will be able to develop their common political and economic interests. The paper urges Russia to negotiate for a naval base in Norway and a general understanding between tho countries.
