How the Tsar Escaped.

When the Tsar went out to meet the Kaiser he left his palace more after the fashion of an escaping prisoner than a great monarch going forth to meet another great ruler. For the last six months he has been little more than a prisoner in bis splendid palace. All his movements have been circumscribed by the terrible dread of the weapons of anarchy, and be has not dared to venture within reach of any place that might afford cover for the bomb-thrower. His escape from Peterhof was carried out under cover of a small fleet of patrol boats. The palace is situated within 500 yards of the Gulf of Finland, with which it is connected by a canal. A pier has been built on this canal for the exclusive use of the Imperial family. The Tsar walked quickly down to this pier, surrounded by a party of his most trusted servants. Here he embarked in a small steam-launch, which, SrotecUd by its guardian patrol boats, urned away to the Imperial yacht. The Polar Star was anchored but a short distance out, and the Tsar was safely on board before the majority of the inmates of the palace were aware < ff bis departure.
