MUSCOVITE YARNS. JAPANESE FINANCIAL PROPOSALS. London, July 3. The St. Petersburg correspondent of the “The Times” states that Russia appealed to President R rose* velt to arrange an armistice, but that Japan declined to agree unless Russia asked Japan direct. Russia has informed China that J apan’s resorces were exhausted bft« fore setting foot on Russian territory* She, therefore, prompted President Roosevelt’s proposal, which Russis accepted out of courtesy to America, M. Takahashi, Japanese financial agent, states that it is intended shortly to raise London, New York, and the Continent, a loan of £30,000,000 sterling. Nearly £20,000,* 000 of the last loan has not been used, but whatever the result ot the peaca negotiations may be the money is required, states M. Takahashi, toredeen domestic bonds, assist in industrial de* velopment and [provide military pensions.
