The Transvaal.
ITS CONSTITUTION. POPULAP OPINION GENERALLY FAVOURABLE. London, April 27. Under the provisions of the new Transvaal Constitution, the Legislative Assembly will not initiate taxation. Members will be paid 40s per day, the honorarium for the session not to exceed £2OO per annum. The Orange Colony is not included ih the Constitution, A scheme in connection with the, colony is now awaited. The South African press generally applauds the new Constitution.
