I am in favour of a progressive policy, without necessarily adhering to any project that would increase the rates excessively. I would support the scheme to secure a water supply for the town, believing this to be essential to the health and welfare of the residents ; also the beach railway project, wharf extension, and improvements to the Sanatorium and Public Library.
