A congress af one thousand doctors is being held at Moscow, nominally to consider the cholera epidemic, hut virtually as a demonstration, against the Government. Tire president declared that the people were widely expressing no confidence in the Government. There is renewed serious riding at Warsaw and Tiflia, and a growing agitation in the Baltic provinces.
