Mr. Lucian Wolfe, writing in " The "Times,” referred to, the Uilssian gold reserve as a Colossal Humbert safe,” Envy Councillor Kokovtseff, Minister of Finance, invited " The Times " Correspondent, with experts, to inspect the reserve. "The Times" represen, tative declined. The Minister also made a similar offer to the correspondent of " The Chronicle," but it was declined. " The Daily Mail's " correspondent was permitted to inspect the reserves, and certifies to immense reserves of bullion. He was informed that the gold in one room represented £63,000,000 sterling. The "Chronicle" indicts Russia’s finances as a sham reserve. St. Petersburg, March 28. General Dokhtouroff, a septuagenarian officer, who has been appointed to the staff of General Kaulbars, comnunding the Third Manchurian Army, died from a stroke caused by running Up the stairs at the War Office to thank the Minister for the appointment.

The general staff has abandoned all idea of mobolising 400,000, and prof loses to send 50,000 to stiffen the oroes already in the field for the summer campaign, based on Fabian tactics. General Gripenberg has been relieved of the command of the Second Army, General Kaulbars being appointed to the position. General Batimoff has succeeded General Kaulbars. London, March.2B.
The " Daily Express" states that Admiral Rozhdestvensky did suprisingly well at Madagascar, transforming undisciplined and rebellious men into good sailors, drunkenness being stamped out. Civillians and Chinese are abandon ing Harbin. The Japanese have ascertained that 300 Cossacks and 600 hired Chinese Irregular cavalry, during the battle at Mukden, attacked the Japanese at Tasbichiao, to the westward of Mukden. After a few rounds had been fired the Chinese fled northward. The Cossacks shot many in the back.
