THE COMMISSION POWERLESS. WHOLESALE RIOTING SPREADING. London, March 28. Tha St. P etersburg correspondent ot the “ Daily Telegraph ” states that the Government does not intend to concede constitutional, government, but merely to appoint a permanent commission without legislative initiative or veto, but without control over finance or administration. Owing to the discovery of a fresh plot, simultaneous domiciliary visits were made in various Continental cities, and led to the seizure of im* portant Russian revolutionary meats at Paris. St. Petersburg, March CB. The town of Yalto has been fifed in five places* Rioter# prevent the flames being extinguished. All the police stations were wrecked and the prisoner* liberated. Troops have been dispatched to the town. A riot has occurred at Yalto (on the eouth coast of Crimea), where the bulk of the wbarehouses containing vodka and stores were destroyed* and the shops set on Are* Troops have been summoned. Fresh peasants disturbances have occurred in the Tula district (in Central Russia), and the outbreak is spreading elsewhere.
