THE CURE. WILD SCENES IN POLISH DISTRICTS. St. Petersburg, March 23. The newspaper " Novoe Vremya" publishes some landowners’ letters, declaring that the forcible suppression of the agrarian movement is impossible. The only cure for the present trouble is representative government. Wild scenes occurred in Kieff and other districts. The peasants accuse authorities of disobeying the orders of the Czar to sell them the State domain (i.e., Crown lands) at the absurd figure 01 thirty roubles per arpent. The supposed order was embodied in an apparently official document, which even deceived some of the authorities until higher officials intervened, and summoned troops to prevent the peasants forcibly seizing the lands in question. Troops in the towns of Kutno and Ostrov, in the government of Warsaw, fired on the peasants* killing and wounding many. The latest reports to hand indicate that the conflicts were of a very serious nature. The troops are suppressing the peasant riots in the Mi tart artd Libau districts. Five hundred peasants were arrested at Dvinsk. London, March 23. The police guarding the Palace of the Grand Duke Alexis, who is abroad, arrested a loiterer who was found to be carrying a bomb.
