Petersburg is elaborating administrative reforms tor Finland, with a view to the pacification of the province. A young man named Reinnika shot and seriously wounded the Governor of Viborg, a large seaport town in Finland. The peasant disturbances in the Kutiiis, Kursk, Minsk, and Tamboff districts are spreading. The Czar has begged ivl. do Witte to withdraw his resignation.FALL IN RUSSIAN CONSOLS. SOUTHERN PROVINCES SEETHING WITH UNREST. London, March 21. The announcement of an internal loan has caused a slump on the St. Petersburg Bourse. Russian fours fell to 87, the lowest figure during the currency of the war. The Russian press violently attacks France for refusing to lend more. Agrarian revolutionaries arc distributing a proclamation, printed in Sold, to deceive the peasants that they are the Czar’s words. Many large bands in the southern provinces, armed with axes, scythes, and hay forks are invading districts which were hitherto calm.
