THE CZAR’S MANIFESTO ILLEGAL. MINISTERIAL DISPLEASURE. St. Petersburg, March 5. The Czar’s manifesto is illegal because it has not been submitted to the Senate. Ministers were indignant, and and have declined the responsibility of the measure as it was calculated to produce the gravest consequences, and tendered their resignations. The Czar frankly signed a rescript they drafted. St. Peters burg was thereafter quiet, though the strikers maintain their demands for their comrades’ release. All the strike leaders in Warsaw have been arrested.
