The Dogger Bank Outrage.
THE FINDING OF THE COM MISSION.
LONDON, Feb. 23
The Times’ Paris correspondent declares emphatically that the Admirals kept secret their deliberations well that the British and Russian Government agents were unaware as to whether they arrived at an unanimous agreement or whether there was a majority or minority and, if so, whether the minority’s report-will be issued. The Daily Telegraph’s Paris corresdondent says he is assured that the text of the 'Commission’s report will round off considerable the sharp edges of the summary. The Times, believing all the rumours regarding the Paris Commission’s finding unfounded, does not publish the alleged report of Admiral Spaun, the fifth commissioner, whose finding will be final if the other members are equally divided.
