The Hon. Joseph Chamberlain, speaking on the Address-in-Reply, said that personally be thought the sooner there .was a dissolution the better. He denied the right of a minority to demand a dissolution for the childish and fantastic reasons, which, if in office, they Would never recognise themselves. He hoped the Government would never abandon their trust because the Opposition desired office. It was a new doctrine to ask for a dissolution because the unofficial proposals of a private member had been fully discussed. Qn no point of principle did he differ from the Hon. A. J. Balfour. The colonial conference must meet without restraint, fie was confident that (he colonies had a great deal to offer. He never pretended to offer concessions unless for a return of reciprocal treatment.
FRIVOLOUS EXTRAVAGANCE NEW YORK, Feb, 17.

The captain of the Orizaba attributes the disaster to the haze and to a dangerously strong current. The vessel over-ran its course by fifteen miles.
