M. Delcasse’s (the French Minister for Foreign Affairs) representative proposed that the Commission he entirely public, but Vice-Admiral Dahastoflf (the Russian representative) resolutely opposed the proposal. Vice-Admiral Beaumont, the British representative, insisted on publicity, and at Fournier’s suggestion a middle course was adopted.
