ARTHUR.
General Nogi reports the completion of the surrender, including 5G forts and 546 guns, whereof 54are of large calibre, and 35,252 rifles, 82,670 shells, 60 torpedoes, 2,206,800 cartridges, 30,000 kilogrammes of powder, 1891 swords, four battleships (not including the Sevastapol), two cruisers, fourteen gunboats and destroyers, ten steamers, eight launches, twelve miscellaneous craft. The above are destroyed or sunk. Thirty-five additional small steamerg require slight; repairs.

They, also, defeated a detachment of Cossacks at Honeiwan, Corea, killing nine.-Vice-Admiral Dabastoff’s denial is considered, in St. Petersburg, to be merely diplomatic. [Note.— Vice-Admiral Dabastoff, the Russian representative on the, International Commission, as alleged to have stated that Admiral Rozhdesvedsky, who is in command of the Baltic Fleet, could not hope to succeed. This report was subsequently denied by Vice-Admiral Dabastoff]
