STOESSEL RELIEVED OF A
PROMISE.
The Daily Mail states that the Czar, towards Christmas, informed General Stoesael that the North Sea outrage had delayed the Baltic fleet, which was unable to reach Port Arthur before the end of February, and. he relieved General Stoessel from his promise to hold the city to death and directed him to use bis judgment. Port Arthur is full of typhus and other contagious diseases. General Nogi’s figures show that five Russian regiments which, at the beginning of the siege, were 12,000 strong, stiU have 206 officers and 5,451 men.
