The Japanese have crossed the frozen Shaho. Advices from Mukden state that a serious movement is occurring, the Japanese threatening the Russian right flank. The Now York Herald’s St. Peters* burg correspondent adds that an envelopment movement has been begun by the Japanese, which promises to be most effective. Owing to the constant breakdowns in the railway service the provisioning of the Russians is difficult, as it is impossible to bring np supplies. Captain Pelem, of the destroyer Baztoropin, is the bearer of ade* spatch wherein it is reported that General Stoessel. inquires from St* Petersburg whether he should hold out and await relief or ' Surrender advantageously forthwith.
