Sir Robert Anderson (late Assistant Commissioner of Police in London, and head of the Criminal Investigation Department), in a letter to The Times, attributes the scare of the Baltic fleet in the North Sea to cosmopolitan adventurers offering the Russians alleged confidential, information in return for secret-service money. The Standard states that letters from officers of the Baltic fleet tend to confirm the statement that the squadron attacked its own vessels.
