RUSSIANS RETIRING. It is, officially reported at Tokio that the Russians are retiring along the whole line. The Russian force near Penishu was enveloped, and is reported to have lost eight guns. 1 THE KAISER’S PROMISE TO THE CZAR. St. Petersburg correspondents of French papers assert that owing to the Kaiser’s promise not to cause complications during the war, the Czar is able to send to the front 150,000 picked troops from the Polish frontier. Admiral lessen has been appointed commander of the Russian fleet in the Far East. : - ■ ' v ' ‘ ; OKU DEFEATS RUSSIANS. ■ Mnay trains full of wounded have arrived at Mukden. General Oku, early in the morning attacked the Russians and occupied the bills on the right and centre. The Russians withdrew three miles. The Japanese infantry advanced to within 1500 yards of the Russian lines. The Russians made three fierce charges but were repulsed and almost annihilated. Grave apprehension and excitement over the position prevails in St. Petersburg.
