PORT ARTHUR GARRISON THANKED. General Stoessel has thanked the garrison for repulsing the assaults from the 19th to the 22nd, especially commending the volunteers under Captain Sychaff and Lieutenant Po'gorsky for heroically capturing a high hill and fort. The Daily Telegraph’s Simingting correspondent says that one theory is that Marshal Oyanla Is awaiting the fall of Port Arthur for reinforcements, and another that be is keeping the troops at Yentai quiescent while secretly attempting to outflank General Kuropatkin’s left.
